Heather Keegan, M.S.

Heather Keegan is an Arbitrator located in Syracuse, New York.  After earning her Master’s degree in Human Resources and Industrial Relations from the Pennsylvania State University, she served as a professional union liaison in both the private and public sectors.  In 2014, she successfully re-branded herself and transitioned into public sector Management advocacy, serving solely in unionized environments.
